COMMUNIQUÉ ISSUED AT THE CONCLUSION OF A 3-DAY MINI TOWN HALL MEETING OF AWGU NORTH CONSTITUENCY ONLINE INTERACTIVE SESSION (SEASON 2) HELD @JANE CARES SUPPORT GROUP WHATSAPP PLATFORM, BETWEEN MON NOV. 8TH - WED NOV. 10TH, 2021

Awgu North Constituency during its project premium mini town hall meeting, an online interactive session tagged "TALK UR OWN" segment on a theme "MAINSTREAMING THE JOURNEY SO FAR: APPRAISING CHIEF WHIP 2YRS IN OFFICE & HOPEFUL CONSOLIDATIONS FOR THE YEAR 2022", which was held on the official whatsapp page of JANE CARES SUPPORT GROUP between Mon, Nov. 8th - Wed, Nov. 10th 2021 availed participants the opportune moment to x-ray some of the achievements of their representative, Chief Whip ENHA, Hon. Mrs Jane Eneh (Agudo Nwanyi) who holds their mandate at the Enugu State House of Assembly, via a ward by ward analysis with references to three buckets/KPI performances focusing on; GOOD GOVERNANCE, EFFECTIVE REPRESENTATION & EFFICIENT SERVICE DELIVERY. 

Rising from the 3-day interactive sessions, with much attentions paid to the positive impacts of her administration at the grassroots on Educational Intervention,  Empowerment Scheme, Employment Drive, Security  Efforts and Legislative Responsibilities, constituents did the following; 


PART A - APPRAISAL

1. Educational Intervention

a. Reviewed the Eleven number of school project attracted by the Chief Whip across the wards (seven during the 1st tranche and four during the 2nd tranche) alongside with the furnishing of such schools and a host of other Awgu North schools with deployment of chairs and tables for both the pupils and their teachers, thereafter, commended the Government of Enugu State under the leadership of Gov. Ifeanyi Ugwuanyi for giving Awgu North schools a new face lift through the office of the Director of ENSUBEB, Chief Ikeje Asogwa.

b. Reviewed the ongoing Jane Cares Free Adult Literacy Education Program across the wards and Commended Chief Whip for her good heart and passion for human capacity building to both the Youths and the Elderly at the grassroot. 

c. Reviewed the ongoing Jane Cares Educational Scholarship Scheme which has been instrumental to the termly payment of the Tuition, Exam, Sports and Dev. Fees of 100 indigent students across the community secondary schools in the Constituency and commended Chief Whip's efforts in laying such a legacy that will continue to stand a test of time in years to come.  

2. Empowerment Scheme

a. Reviewed the first of it's kind in the history of Awgu North Constituency, Awgu Local Government Council and Enugu State in its entirety, where a first timer (Chief Whip on her first year in office) appointed over Seventy Persons as Aides both within and outside her Constituency and commended her efforts and sacrifices geared at putting smiles on the faces of many families in this hard time of a biting economic situation in the country. 

b. Reviewed the laudable empowerment record of a brand new motorcycle, sewing machine and wheel chair giveaway to some constituents together with some start-ups capital attached to it and Commended Chief Whip for her heart of benevolence and human capital development. 

c. Reviewed the empowerment programs and acts of charity for the widows and the downtrodden in the Constituency and Commended Chief Whip for her genuine motherly love to her people.

3. Employment Drive

a. Reviewed the efforts and roles played by the Chief Whip in bringing on board some constituents into state jobs and commended Gov. Ifeanyi Ugwuanyi for his love to Ndi Awgu. 

4. Security Efforts

a. Reviewed the efforts of the Chief Whip channelled at overhauling and rebranding of the Neighbourhood Watch Security Architecture and also introduction of Agro Rangers Squad (ARS) in some red flag zones around the Constituency and commended her combined efforts with that of the State Government and some Stakeholders in the constituency for such a proactive measure put in place in combating insecurity in those affected towns. Added commendations on the act of benevolence exhibited by the Chief Whip in donating a new model Sienna vehicle to the Security outfit for its operational patrols also gathered momentum of encomiums from constituents. 

5. Legislative Responsibilities

a. Reviewed the leading role played by the Chief Whip in seeing to the current passage of the bill for an act to Establish the University of Education (Technical) at Ihe and commended Gov. Ifeanyi Ugwuanyi for such an applaudable consideration and magnanimity in citing an academic institution on Awgu North soil. 

b. Reviewed the leading role played in seeing to the fruitful scaling through of the Motion for Amoli community to be included amongst the old twenty (20) communities in Awgu LGA in a repeal act of the Enugu State Local Government Act, 2000. The success of that Motion birthed the inclusion of Amoli town among the old twenty communities in Awgu LGA under the Enugu State Local Government Act, 2020 as amended. Constituents thus commended the Chief Whip for such a step taken towards giving Amoli town a sense of belonging in the policy formulation and even distribution of the dividend of democracy in the state. 

c. Reviewed Chief Whip's efforts in being alive to her basic legislative responsibilities on her contributions and co-sponsorship of not less than twelve (12) high impact and people-oriented motions and resolutions at the hallowed chamber of the Enugu State House of Assembly and Commended her capacity in joining efforts with her other House Members in bringing to the table good policies that are of immense transformation to the State.

6. Addendum

Reviewed other concerns on Chief Whip's personalities and attributes pointing at her numerous; 

i. Acts of philanthropies (Defrayed bills for constituents on many occasions, sponsored PDP Ward Meetings, Gave Free full-tank fuel to over 100 Okada riders, funded PVC Voter Education/Sensitisation tour across all towns, etc). 

ii. Down to grassroot political osmosis (accessibility and nearness to the people very commendable). 

iii. Responsive and all-inclusive governance

iv. Humane character of leadership. 

As well as other immeasurable case scenarios too numerous to mention. 


Moved by the aforementioned, constituents re-iterated their stand to keep supporting the duo administrations of Chief Whip and also that of Gov. Ifeanyi Ugwuanyi's Government, for they have shown capacity and competence in their leadership prowess. 


PART B - CONSOLIDATIONS FOR THE YEAR 2022

In a crescendo for the Chief Whip to consolidate on the landmark on ground in achieving more for her people, constituents like a proverbial Oliver Twist that longs for more took turn during the interactive session to make some requests on likely areas where interventions were needed in their communities. Those likely areas have been compiled for onward presentation to the Chief Whip for perusal. Noting that those areas are of pressing concern to the communities in view, it will likely form a portion of Chief Whip's project plan for the incoming year 2022, while also putting into considerations some factors such as the State Government Budget plan for the fiscal year, as well as the available resources within her disposal for execution of new projects. 


ENDORSEMENT

In recognitions for the high level of performance and achievements recorded by the CHIEF WHIP ENHA, HON. MRS JANE ENEH (AGUDO NWANYI) across the five wards within a short space of her two (2) years in office, constituents at the conclusion of the 3-Day interactive session moved a motion of endorsement for her Return in 2023 which was unanimously seconded and supported by all the wards without any dissenting voice. The said Motion which was moved by Anioba Frank Onyedikachi from Amoli/Owelli/Ugbo/Ogugu ward had Engr. Obum Dunga from Ituku/Agbudu/Isuawa ward, Engr. (Hon) Christian Enebe from Ihe ward, Nelson Emeka Nwogbo from Ogbaku ward, Ugochukwu Okonkwo from Amoli/Owelli/Ugbo/Ogugu ward and Nnenna Okoye from Agbogugu ward who seconded the motion.

Thereafter, Hon. Ogba Isaac Nnamdi, the incumbent serving Councillor representing Ituku/Agbudu/Isuawa Ward called on those in support of the motion to say "I" while those against it to say "Nil". Consequent upon the above, He (Hon. Ogba Isaac Nnamdi) ruled and sealed the motion in favour of the "I"s having it, since there was no dissenting opinion recorded from any of the participants.
